Congressman Ralph Norman has voted in favor of the Rescissions Act of 2025, also known as H.R. 4. This legislative package aims to cut $9.4 billion in federal spending deemed unnecessary and ideologically driven. The bill targets funding that some believe undermines American values and places a burden on taxpayers.
“Washington doesn’t have a revenue problem. It has a spending addiction,” stated Congressman Norman. “H.R. 4 represents a generational opportunity to reverse course and put our nation back on a sound fiscal path.” He further emphasized that taxpayer dollars have been misused for causes he considers anti-American, such as supporting globalist institutions and expanding bureaucracies.
The Rescissions Act outlines several specific cuts:
– $8.3 billion will be rescinded from the State Department’s foreign aid programs, including contributions to the United Nations and international peacekeeping operations.
– $1.1 billion will be taken from the Corporation for Public Broadcasting, which funds NPR and PBS.
– Programs promoting critical race theory, radical gender ideology, and climate extremism in foreign countries using U.S. taxpayer dollars will face cuts.
– Elimination of what are considered duplicative or wasteful accounts like the Complex Crises Fund, the Inter-American Foundation, and contributions to the UN Population Fund.
The bill is supported by constitutional authority under Article I, Section 9, Clause 7, reinforcing Congress’s power over federal expenditures. H.R. 4 has gained backing from conservative groups such as Americans for Tax Reform, Heritage Action, and Advancing American Freedom.
