ROCK HILL, SOUTH CAROLINA – Todd Hagins will join Winthrop University’s Office of the President on Feb. 16 as the university’s general counsel.

Hagins brings to the job more than 20 years of experience in human resources, policies and contracts, law enforcement, development and work with non-profit organizations.

“We look forward to working with Todd on many aspects of our university’s operations,” said Winthrop University President Edward Serna. “Todd brings an extensive range of skills and experience to this job that will support and expand our efforts on behalf of the Winthrop community.”

Reporting directly to the chief of staff, Hagins will provide legal advice on employment law-related matters such as workplace safety and general employment. He also will give advice and guidance to the president and Board of Trustees on matters of significant concern regarding liability and risk.

In working with the Office of Procurement, he will ensure contracts, leases and memorandums of understanding are legally sound. He will also be tasked with providing advice on legal matters related to Title IX, the American Disabilities Act and student discipline. He is expected to work closely with other administrators, particularly the Title IX coordinator, dean of students, vice president for student affairs and chief of police.

Other aspects of the general counsel’s job include serving as the university’s Freedom of Information Act (FOIA) officer, managing Winthrop’s policy repository and retaining outside counsel when needed.

Hagins has worked for the past 10 years as director of compliance and professional standards with the University of South Carolina’s Division of Law Enforcement & Safety, where he managed the university’s Clery Act compliance, drafted contracts, served on the university’s Title IX committee and maintained FOIA compliance, among other duties.

The Columbia, South Carolina, native has served as an adjunct professor at the USC School of Law and maintained a part-time law firm to provide legal services to non-profits. Other work experience involved serving as the Lexington Medical Center Foundation’s director, establishing the Office of General Counsel’s office in 2008 for the South Carolina Law Enforcement Division and working as an assistant U.S. Attorney in the District of South Carolina prosecuting federal crimes for firearms, drug trafficking and criminal street gangs. He also worked as a judicial clerk to the Honorable E.C. Burnett III with the S.C. Supreme Court.

Hagins earned a juris doctorate from USC’s School of Law and a bachelor’s degree in political science and religion from Furman University. He is pursuing an M.B.A. from USC’s Darla Moore School of Business.
