On January 8, 2025, Representative Ralph Norman of South Carolina introduced House Joint Resolution 12, a proposal for a constitutional amendment aimed at imposing term limits on members of Congress. The proposed amendment suggests that House Representatives should be limited to three terms, while Senators would be restricted to two terms. In cases where a member is elected during a special election to fill a vacancy, the amendment specifies that the length of a "qualifying term" would be at least one year in the House and at least three years in the Senate. The term limit count would commence following ratification, meaning prior terms would not count.
The initiative has gained support from Senator Ted Cruz of Texas, who introduced an identical amendment in the Senate. According to data from the Pew Research Center, 87% of adults support limiting congressional terms.
Rep. Norman has previously attempted to introduce similar amendments during past Congress sessions. He stated, "With the evident abuse of power that has taken place in Congress the notion of term limits is basic common sense," expressing concern about career politicians losing touch with their constituents.
Senator Cruz echoed this sentiment by emphasizing the importance of accountability in government: "Term limits are critical to fixing what's wrong with Washington, D.C." He urged his colleagues to advance the amendment for state ratification.
The proposal seeks to address public demand for congressional reform and ensure representatives return home after serving their constituents.
