Clinton College and the City of Rock Hill were awarded a $3.5 million grant from the Department of Health and Human Services to address the health disparities in the city’s most vulnerable neighborhoods, specifically the south side of Rock Hill.
They owned no property, so they won’t appear in deed records; they were poor with nothing to bequeath, so they left no wills or estate records; and most often they were born before vital records would help trace them.
