On January 6, 2025, President Biden signed into law S. 4367, the Thomas R. Carper Water Resources Development Act (WRDA) of 2024. This legislation includes Section 1315, which authorizes a full repair of the New Savannah Bluff Lock and Dam and mandates that the pool level be maintained at 114.5 feet.
Congressmen Joe Wilson from South Carolina's 2nd District and Rick W. Allen from Georgia's 12th District issued statements regarding the new law. Congressman Wilson stated, "My colleagues and I have maintained for years that the Army Corps of Engineers misinterpreted the clear intent of the language in the 2016 Water Infrastructure Improvements for the Nation Act, requiring that the pool be maintained at 114.5 feet." He added that replacing the dam with a fixed rock weir would negatively impact local communities and industries.
Wilson expressed gratitude for working with several U.S. Congressmen, Senators Lindsey Graham and Tim Scott, Governor Henry McMaster, Attorney General Alan Wilson, S.C. Senator Tom Young, S.C. Representative Bill Hixon, North Augusta Mayor Briton Williams, and other officials on this issue.
Congressman Allen remarked on what he called a "historic day" for East Georgia and his district: "For the better part of a decade, I have worked closely with local leaders... to ensure the Lock and Dam is maintained and the pool level remains at 114.5 feet." He emphasized overcoming numerous obstacles to achieve this outcome.
Allen thanked his colleagues who supported these changes over time, including Rep. Joe Wilson and Rep. Mike Collins for introducing amendments to this year's bill.
